This is Rolkur, a form of dressage “training” or hyper-flexion

It is officially outlawed by the FEI [ the people who oversee international dressage competition but was seen and documented being used by some competitors at the Olympics.

A couple of links to videos to give more information

I LOVE dressage, love teaching my baby horse the basic movements and watching the elite horse and rider combinations at International events, but Rolkur has no place in that world and its not even necessary, none of the Team GB riders showed hyper-flexion [ another name for Rolkur ] in the warm up or in their tests and they seemed to do rather well.
